Coming from you, I'm shocked you're asking this?
It is NEVER too early to change fuel filters. Be proactive, ensure they're clean and fresh. They're cheap and these are part of the engine's vitals as is your engine oil and air filter. These three things should be kept clean and fresh at all times.
I do mine every 6-9K
I would never go over 15K, regardless of what a book says.
Fuel filter negligance is the primary cause of premature fuel pump failure and I'm sure 90% of pump failures in general.
Everyone wants to adhere to today's maintenance intervals, running the same engine oil for 10K-15K, fuel filters get over looked at since you're now changing your oil once or twice a year (sometimes even longer). They end up getting frozen stuck to the housing or rusted on if you use aftermarket housings (and live in colder climates) -- all you're doing is asking for trouble, if you ask me.
In my book, you're WELL overdue for fuel filters.
At 16K, you should have by now changed your engine oil 4 times, a fuel filter replacement and perhaps due for another, and a new air filter as far as general maintenance is concerned.
I cannot stress this enough. It is simply cheap insurance.
