What is this?

I have to be missing something simple and obvious here. Under the rear seat, drivers side. What is this molded plastic piece?

I think it's just a conduit / cover / support for the seat belt when its is down, no snag kind of thing or crush whatever. If you start to lower the seat, you see the belt buckle strap lines up.
