What is the 18 inch black strip between the rear bumper and tailgate and/ or it's function?

Maybe it’s to protect the wires from getting snagged with debris that may fly up from underneath, such as slush snd ice?

There is a black piece of plastic where the dually middle rear lights mount. It is basically just covering the holes.

Some people mount their own lights in it and wire it up instead of buying the oem piece to add in there.

I can only add to it that some owners don’t want to drill into the aluminum to install extra lighting so they install them into that plastic section instead. ?

Correct, the ones that I have seen mount the lights in the plastic piece. Here is a link to a light and wire kit that some have posted for install:

From the best of my understanding, you need use something like I linked above and tie into the factory plug.

They also sell just the wire kit if wanting to mount your own lights in the existing trim piece.
