I don't own a portable windows device to assist me in downloading the Forscan software to. I am debating between a laptop(chrome book) or a Surface Pro tablet. Just curious if I am missing something beyond the needed requirements to run Windows and have a USB port. Will either do, is one better/preferred over the other, or does it not make any difference? Sorry, not super computer literate.

Do you have a mac computer already by any chance? If so that will still work fine with Forscan with free software called VirtualBox. Just throwing that out there since that is what I do.

I don't think you can run windows on a Chromebook. Any cheap windows laptop will do (Walmart, Lenovo outlet, woot, etc... All sell cheap ones)
Lol.....see, I proved my point. Don't even know what software is installed on laptops. So to correct myself, between a Surface Pro/Go tablet vs a windows based laptop (Dell, HP, ASUS, etc). I don't mind the expense. Rather buy once/cry once. My kids can use it for school as a lot of their classes take tests on laptops now and my oldest will be headed to College next year. Rather get something worth having.
