Odd noise from headlights?

I go to the garage. It's quiet. Silent. I open the door to the Tremor, then close it. Then I hear a noise from under the hood. A faint, high pitched whine, like a tiny little motor has turned on. Later, I go out to the garage. The noise has stopped. Any idea what I'm hearing?
 
It's the headlight units. Each one must have a little fan in them? Or something. I can even feel each of them vibrating ever so slightly.

Odd, huh?
 
I don't have the LEDs, but I noticed that there's a similar noise coming from the engine bay when I turn the vehicle off. It's almost like a servo is trying to start. I was staring at the engine (6.7 diesel)), and then noticed that the little lever at the end of the bottom of the black "trussed" plastic rod (which connects to what appears to be an actuator) suddenly moved from the 10:00 position to about the 8:00 position, and then the noise stopped.

I don't know if this is normal. When the noise is being made, I can't move the lever, but when the noise stops, I can move the lever - albeit with some effort.

Maybe it needs some blinker fluid? lol ...
 
Light cooling fans is what I understand. Unlock or open doors and fans come on.
