The Window sticker the OP posted is a 9,900 lb. GVWR truck with 7.3 and 4.30 gear - look at towing guide and see the limits are.
Will be slightly different for F-250 9,900 vs 10,500 and for F-350 trucks. Also varies based on gears - 3.73 a little lower than 4.10 trucks.

Carli hitch "does" retain the factory cable lower/raise assembly - the rachet strap is an "extra" measure they add to provide stability for the weight of the spare for "spirited" off roading - rather than just having it held up by factory cable - so it is a better set up overall.
